evolution of environmental policy and environmental law worldwide from the ultimate reference: international center for comparative environmental law (cidce). the cidce is an environmental law actor. an ngo with special consultative status with the un ecosoc in new york, the cidce aims to promote progress in protecting the planet through its global network of experts in environmental law. to this end, we participate in major international conferences on the environment and sustainable development and prepare reform proposals that we submit to states and international organizations. the cidce is a place for exchange and innovation in the service of civil society, local and regional authorities and companies concerned about their environmental and social responsibilities. the cidce is the spokesman for the interests of humankind’s future. presentation of the draft convention on the international status of environmentally displaced persons following the awareness of multiple actors of the enormity of past, present and future problems and tragedies related to environmentally displaced persons, in 2005, an international symposium on “environmental refugees” was organized in limoges. in line with the call made on 23 june 2005, from june to december 2008, seven working days were held at the faculty of law and economics of limoges to prepare this project. this working group of thematic teams comprised of the crideau (interdisciplinary centre for research in environmental law, land and urban development), the crdp (research centre for the rights of the person), and the omij ( observatory of institutional and juridical mutations), counted legal scholars (private and public law, international and internal law specialists, environmental and human rights legal specialists) as well as academic economists. the cidce (international centre of comparative environmental law) supported this research. the whole project was submitted for critical analysis to legal colleagues, present the legal global observatory on non regression. this observatory aims to identify and make public the environmental legal regressions in the world. the regressions to be presented at the observatory can be legislative, judicial, budgetary, institutional and others. the information could be presented in english, spanish or french. this observatory is one of the results of the project called “the applicability of non – regression principle in environmental matters. possibilities and perspectives” supported by the science and technology department in argentina and the ecos sud management the international center for comparative environmental law (cidce) has observer status to the barcelona convention on the marine environment and the coastal region of the mediterranean and its protocols. he actively participated in the development and negotiation of the seventh protocol on integrated coastal zone management (iczm) in the mediterranean, signed in madrid on 21 january 2008. cidce took the initiative to prepare a recommendation on iczm with the conservatoire de la côte française. it was adopted at the world congress of the international union for conservation of nature (iucn) in barcelona in september 2008. in february 2009, cidce created a network of legal experts in integrated coastal zone management law and, more generally, in the law of the sea and the
